So my question is what are the busiest rooms Fixed limit, without pokerstars? Room with more "traffic" of Fixed limit?

Fixed limit is not as popular as it used to be 
High traffic sites still have some limit holdem traffic.

I think FL is just as popular as it ever was. It is just that Americans aren't allowed out on the net (partly because they are fish and partly because their government think they are fish). (For a supporting argument, look at the real nose-bleeds, what do they play? Limit or no-limit? Always limit.) The FL Hold'em action at FT before black Friday was huge.
