I think you should bet/call the turn. He may have 77, 88, 99, AQ, AJ. Then check/fold that river.
If he doesnt raise AQ, AJ and just calldown those hands you should bet/fold turn.

i would bet/fold the turn as many players don't raise the turn with just AJ AQ. most people do just call for their outs to hit. as played AJ and AQ have gotten in and it's an easy c/f on the river. you said you don't think that he is bluffing but you don't actually beat any hand out of his betting range. :)
