If you see him x/ring with air in such spots its a clear calldown. If he bluffs with draws only its more debatable, as the nine could have helped his range, but you need a larger samplesize to justify folding. His flop x/r-ing range might be also worth looking at.

I check behind on turn and call river - especially vs fish. It saves two bets when you lose and gains one bet extra when they have air (They will bluff river 110% when induced because the board is paired). You lose a little value vs worse A with this line, but they are often bad enough to bluff with them too OTR. The pot is so small that "protection" is no issue.

Also, from a balanced perspective, you need some strength in the turn check-behind range.
