i can't say that in general but without a read i would just call because you won't get a better hand to fold and he may backplay at you even with nothing if he is so retarded that he donks out with nothing. he looks rather passive with 1.3 af and 33 wts and almost no PFR.
its ok to try it out and to raise the flop and see what happens. if he calls the flop i would take the freecard and call a riverbet. you can realize your outs and i think he would fold a bluff on the turn but may barrel again on the river. without a read i call the flop and call down on good cards since - as already said - AQ does not get any worse hands to calldown and almost no better hand is folding. with a read that he is donk/folding pocketpairs the raise might be good!
