here is a thing: I cannot agree that raise flop is better than raise turn. Argument for raise flop is to protect hand and don't slow play it.
IMO if you play 3b on flop BB got still a good odds to call 2SB with draws. Some scenario:
assume that BB got OESD
* if we play 3bet on flop BB have to put 2SB into 13,5SB pot, and his equity (assuming MP3 got A8+)

That are my arguments for playing raise on every turn except cards make draws complete.
