Yeah this x/r serves absolutely no purpose at all and isn't a good hand to be deciding to bluff with
The spread in the below range makes a bit more sense:
It's a pretty tight range for defending vs CO but I think this is a decent enough Value/Bluff range for you.
Balance would probably dictate you at least see the river with KTs but not convinced it's a calldown, really depends what comes but you have pocket pairs, worse 8's, 6's, picked up 4's and J's and KQ in your range before you get to KTs.
What about just check-folding the flop? Would that be a mistake?
The board contains no spades, so we complicate matters by check-raising in the dark here.
Is it better to 3bet KTs to an open raise from CO, or it depends on what kind of opponent we have to face?

It actually wouldn't be that hideous, in fact after looking at the numbers we certainly shouldn't be calling K-High on the turn
Assuming we call all K-Highs with BDFD and BDSD we actually arrive at folding 24% of our blind defending range. Alpha dictates we fold 18% to avoid autoprofit so KT is probably one of the borderline peel hands.
The final range probably looks something like this
Although you can swap out some of the lower K-High BDFD peels for hands we could potentially bluff on the turn but this is a very static board where we're not going to have many x/r hands on the turn unless the bottom card pairs.

It's more the fact we're x/r'ing K-High when we have much better candidates in our range for x/r'ing in terms of fold equity vs better hands and overall equity in the pot.

I'd say no because 3-betting a CO range requires such a tight range from the BB that your calling range becomes too transparent and easy to play against.
