I would most likely Cbet the flop with 2 over cards and the nut flush draw. You have all over pairs in your range and is unlikely villain has hit this board. Around half pot for value is big enough I think.

I also c-bet here most of the time. You should be way above 50% equity here and a c/r is unlikely as there are not too many 9x in villains range (99, A9s, maybe T9s, 98s). At the same time, you can't really call down two bets on turn and river without improving.

As a general rule of thumb any paired board is a default cbet in position, even if you completely miss. It's really hard for villain to have hit a board-structure like this. In general you should be c-betting around 70% of the time as the pre-flop agressor at these limits.

A board-structure like this is usually a default c-bet regardless of your hand, but also disconnected boards for example with one high card. Like A♣: 7♠: 4♦: or for example Q♠: 4♦: 8♥: should be a standard c-bet 100% of the time.

People are generally overfolding against c-bets and on a lot of board structures it's difficult for them to continue.

Now this board it's a little different because there is also a straight and flush-draw out there, so we might not want to c-bet any2 because he has more continuing hands. With this particular hand though, two overs + NFD it's definitely a cbet. I would also barrel any turn card most of the time. For example on a 2♠: turn when we barrel we should still generate some folds, like JT or some pocket pairs that want to call one and give up.
