Flop: I like the bet. He might not like that board.

Turn: I like the check. We aren't winning.

River: I hope you aren't asking if he is value betting worse. He isn't. You should be asking if he is bluffing, and if that is possible, do we have to call with J♥:? Or do we need Q♥:/K♥:? (It is a mistake to try to figure out if he is bluffing. Only figure out if he is liable to do so on occasion. Then call enough for his bluffing not to be profitable, but don't call much more than that.)

It is in my mind close, but since you both showed weakness this hand, it is possible that the person betting first will take down the pot. I'd probably bluff if I were him.

The checks OTT would made it for me obvious that he is having a hearth too. Chances of K,Q or A are there often enough i suppose, he did 3bet you so if he doesnt have a good pp he has one of the picture cards almost always. - imo i would have folded.

Yohan is right, if you know him and uknow he can bluff then, then you could call him sometimes. But if i follow my strategy it would be a fold just straight forward.

Borderline call pre-flop. Hand with small chance to hit the flop, without SD value (or useless), also this is pure bluff-catcher, you can't really bet this for value or will be very thin. Without info, I think the fold will be just the same.
On the flop, I think there is very high possibility for check-raise. On this limit. As semi-bluff or for protection without FD. We will have chance to bluff this.
As played, snap call on the river. I don't care about his range. Enough bluffs for sure, also sometime some dumb bet for "value" with weak hand.
Ask yourself what is your bet on the flop? I mean "why". And your check on the turn. This is really easy call for me.
If you prefer fold , your bet on the flop is senseless. No offence, but if this is a pure bluff, wtf is your frequency? 100%?
