I agree , no need to go over the top on the flop because the board is pretty safe but after he checked behind on the turn I would make a ~1/2 pot valuebet on the river hoping to get called by a Tx type of hand

The only hand that beats you here is KT. So a valuebet is good.

Villain likely has there meidum pp or pure bluff, so he likely doesn´t call your river bet anyway, which doesn´t say you shouldn´t bet river for value
I´d 3-bet likely on the flop, since a lot of times nowadays people would flat pf big pocket pairs and would raise there for value. Since noone can´t have set (or it is very hard to hit one :P), then people tend to be very suspicious sometimes when you re-raise on dry baord thinking that you´re trying ot outplay you and call down/ship there always with overpairs and sometimes Tx and weaker hands
