fold, CO raises to 3 BB, Hero calls 3 BB, fold, fold

Flop: (7.5 BB, 2 players) 8♥ 6♦ 7♣
CO bets 5.9 BB, Hero calls 5.9 BB

Turn: (19.3 BB, 2 players) 3♦
CO checks, Hero bets 9 BB, CO calls 9 BB

River: (37.3 BB, 2 players) 9♥
CO checks, Hero bets 20 BB

Player was a TAG.

Flop: Called with the intention of floating since it's a connected board and he should be giving up any overcards or pocket pairs to turn and river barrel.

Turn: I don't think he calls OTT with just a gutshot or overcards, and he'd bet or c/r 2p or sets, so he should be holding a pocket pair or A8/98/56.

River: Representing 2p / straight at this point. He should fold pairs here?

Flop is a fold with that exact combo, you don't have the backdoor flushdraw. His size is quite big too, you don't need to defend this hand just because of the two overcards (that can also be dominated if you hit - reverse implied odds).
Only if you know he cbets absurdely wide OTF and gives up OTT I'd consider calling flop.
If the intention was to float and bet turn, bet bigger.
Bet river bigger again as played. It's a scare card and they should fold some overpairs, even weak TP.
Overall, this is fancy stuff that'll only put you into trouble.
