I don't think I can fold against a passive fish with the odds you get. You beat any 2 pair and he can easy over play some hands.

These minraises OTR by passive fish are always super suspicious and it is close to always for value. The question is whether there are enough hands that he considers to be for value but that you beat. I think yes because he can have any random two pair like 46, 68, J8, K8, K6 and occasionally he will overplay top pair as well. He has some preflop raise so he shouldnt have KK and JJ very often which leaves 57, 44, 66 and 88 that beat you. So I think the whole hand is well played by you.

OTF because you have backdoor flush door I will c-bet 33% of the pot Just in case we hit our runner runner flush we can go all-in by the river and at the same time opponent might fold. It is like hitting two birds in one stone.

As played, my opinion is also the same with @Dandiiik and @SDK1987 not folding 2 pair even though this is really looks like a value bet that we are doom. Additional $0.66 to win $2.89 to see the showdown with 2 pair is worth the risk. We have to pay him if he have it.

With this kind of bet, I'm assuming he have a set. It's either set or we win.
