NL betsizing w monster?

2 questions on this: Is the betsizing okay? I think that his minbet means "I want to play but do not know how to", and I do not want to scare him out of the pot with his draw/low pair or whatever.
Secondly, was my river call too nitty?

Hello,

Preflop I think we could call given the fact that we are IP.

On the flop you could even go for more. We have the nuts, the board is quite drawy and he is a fish, so rather make it 10-11bb.

On the turn your sizing is OK.

On the river I think that we can raise/fold here for somethink like 20-30bb. I think he could still call us with Kx/Jx type hands and if he reraises we are always beat.
