It's very close, when we take him as rather passive opponent and who ain't capable of donking with FD which might want to see a cheap card on river, I guess folding should be fine. But when he is rather a random player who is as well capable there donking with whatsoever, against his stack I guess I'd just shove it on turn, which shouldn't be mistake either. He may as well even have the Qx there or even draws or never know them, maybe even worse pairs/PPs.
