Probably a fold but this is an annoying one. The board's so dry he should just call with good hands so when he raises you he can only normally hold a bluff. But he's probably bad enough to min raise monsters and play passively with anything else and you don't even have top pair so I'd reluctantly fold.

Not much to do there. I wouldn't really continue. He likely has us beat. Those smaller stacks usually don't min-raise without having a hand. And as well being against smaller stacks you can even CBet it a bit smaller like $0,25, although there is not a big difference between yours either.
