I like it. Pair + FD = many outs against a lot of the hands he'll raise this flop with, draws overpairs, two-pair.
I guess the range I give him might include a couple of AA's and KK's which he might play like this, Two-Pair T9, FD's, Straight Draw or occasionally the TT or 99 sets. I don't see much of a reason to be purebluffing like this.
