Well, according his line it's kinda cruel. Doubt that he is floating with just pure air in 3bet pots. He must have a hand. Which may easily even include a lot of PPs and obviously sets. Although while we don't know the opponent it's hard to say if we can even do the turn bet for value.
Although to avoid any marginal situations I'd consider Bet/Folding the turn for ~$4 and then most likely Check/Folding the river. There might be still hands which are like 99/JJ which we beat and might have played the same way. Sometimes maybe even looser range if he the opponent is loose enough.
