is this where we say "fold pre" to avoid the issue? 
i'd fold this one, though any read helps. our hand is not optimal from a blockers perspective, since we block T9 and similar floats.

On a passive table a fold pre-flop is indeed better, but if you deal with a passive villain I would most likely go for a thin value bet on river of around half pot and fold to a raise. Now I would just fold on his huge bet. Tough to expect he will over play a weaker Ax hand.

Folding pre.
As played i'm folding river. Not too many busted draws in our opps range and any value he's betting is beating a9.
1 - fold pre.
Assuming villain is a fish.
2 - sizing turn is too small, possibly on flop too, depending on how fishy villain is. This is NL2, if you're going to value, go for the FAT value.
3 - bet pot river = huge red flag. Fold unless good read on villain (check your HUD stats such as River Agg, WWSF, Agg Factor, WTSD and W$SD
