BB: $20.10 (100.5 bb)
BTN: $23.24 (116.2 bb)
Hero (SB): $20.10 (100.5 bb)

Preflop: Hero is SB with Q♣ T♥ J♣ 2♦
BTN raises to $0.70, Hero calls $0.60, BB folds

vill - 28/19/4,1/3 for 130 hands - is it ok to call on SB with this hand against the villian who has 19PFR?

Flop: ($1.60) T♠ 6♠ 7♣ (2 players)
Hero checks, BTN checks

Turn: ($1.60) K♣ (2 players)
Hero checks, BTN bets $1.20, Hero calls $1.20

I thought about check raise here, or this would be an overplay?

River: ($4) 4♣ (2 players)
Hero checks, BTN bets $3, Hero calls $3

betfold is better here because we can take money from worse hands but if we check they check behind? I played check call because of big villians AF, he could try to bluff against small flushes or streets... what do you think?

Check/calling the turn is terrible. After BTN checks this flop he is clearly weak so lead out on the turn strongly (close to full pot) since it's a semi bluff with your reasonable draw.

River: Check/calling looks fine. BTN could well bluff at this card (especially if you had bet full pot on the turn into him).

What about preflop call?

That deuce in your hand is really ugly and I don't mind folding preflop when you're in the small blind. Villain isn't a maniac or loose with his raising so I think the call is certainly marginal and I probably make a close fold but it's not terrible to call.
