Pretty bad flop, I am trying to think of a reason to bet this flop and I can't.

Any time your flop bet is called you are probably going to have to give up. Villain could even just go ahead and float this flop and you likely will end up check/folding a later street because of it.

Against these loose players I am all for value betting and I don't see any value in betting this flop. Any hand that he calls your bet he likely has 50% equity with (some kind of flush draw, straight wrap or maybe even crushing you with trips and a poor kicker.

Would you just c/f flop? Seems kinda weak. Perhaps I shouldn't raise it up pre if i'm giving up on every paired board?

The pot is still small, you're out of position against 2 opponents on a draw heavy board that also is paired. All you have is an overcard with no draw. This is the very definition of "reverse implied odds".

I can't think of any scenario other than the two opponents folding on the flop that you will want and with such loose opponents I don't see that happening.
