PLO8 nut flush draw + 2nd nut low draw

You have a loose table, raising preflop here might cause worse speculative hands to fold preflop, such as AQ76. You don't really want this, and want to encourage the passive players to play their hand as well, so in PLO8 it's fine to limp in these circumstances.

BB is likely showing up with things like A2xx/A34x/AAxx/AKQ3/KK23 when he raises from the blinds. You certainly have enough of a hand to be doing this with.

On the flop you should definitely be calling rather than raising. Anyone with a nut low draw isn't folding, so by raising you are forcing players to fold who may have hands like 36xx for low or 45xx.

You have a good multiway hand with decent equity, but having more opponents on this flop doesn't hurt you, you still need to hit a club or low card to win half, I doubt the Ace will take high since your kicker is poor.

If you were deeper I would say go ahead and raise because you want to get stacks in by the river, but in this case you only have 100 bets so can afford just to call here.
