Best is to just shove pre ofc with a passive table.
Anyway, the question is about cbetting. My answer to that is that it would be ok to cbet deeper but here c/f is the only option.

It’s indeed a push pre-flop with your 11bb stack and as played I would check it down unimproved against 2 players. No way you get both players to fold better here and you can still improve on turn or river if they check as well.
