Villain is playing 50/15/54 over 26 hands. He has 40% Raise First In and 100% Raise First In from Late Position. One thing I have noticed about his play is that he always bets when checked to.

Pre Flop: (1440.00) Hero has Q♣ Q♥

fold, fold, fold, fold, fold, fold, BTN raises to 1,800.00, fold, Hero raises to 5,400.00, BTN calls 3,600.00

Flop: (11640.00, 2 players) K♦ 3♥ 6♠
Hero checks, BTN bets 12,792.00 and is all-in, Hero calls 12,792.00

Turn: (37224.00, 2 players) T♣

River: (37224.00, 2 players) 7♥

Hero shows Q♣ Q♥ (One Pair, Queens) (Pre 88%, Flop 82%, Turn 89%)
BTN shows J♦ 6♣ (One Pair, Sixes) (Pre 12%, Flop 18%, Turn 11%)
Hero wins 37,224.00

So I set him up to bluff by checking to him with the intention of shoving over his bluff bet, but when he shoves I start to question it, since it is a 3bet pot after all, a fish's range is quite King heavy I'd think, but I have also seen him shove missed A-rag so I think I have to call.

I still would 3bet smaller against him. you will get it in anyways and when the board is like AKx you still could bet fold.
As played with your reads I like the flop play

3betting 3x OOP is totally fine to me. You get more value preflop since this villain hardly never fold vs 3bet.

I agree!
I like the sizing against fishes too. I'm also not 3betting much lower against regular!
Flop ch/c on that dryboard is nice imo!
