I have 2 questions about online poker SSS to more experienced players.
1) Can I play succesfullt without investing in a licence for Holdem Manager or other poker software?
2) Is it legat to use data about other players during play? If it is not - how does everybody still use these programs?

yes you can play sss profitably without any tracking software. You may possibly consider playing a site where most opponents dont have tracking software like cake because it may help your winrate.
HM and similar software is legit but not compatible with all online sites. Sharing databases are allowed by most online sites but not all. Specifically the bigger sites do not allow it. That does not mean that it does not happen.
