HEM doesn't install .net framework 3.5. Its a system addon provided by Microsoft.
Usually this helps if you have problems:
reinstall microsoft .net framework:
1) download and run this uninstaller -
http://rvgsoftware.fileburst.com/dotnetfx_cleanup_tool.zip
2) install this one:
http://download.microsoft.com/download/2/0/e/20e90413-712f-438c-988e-fdaa79a8ac3d/dotnetfx35.exe
If that doesn't help: which operating system? All service packs and windows updates installed? Which firewall, virusscanner, other security software?
