I already have that version downloaded, but I have just overwriten it. The same message appears. So its a no go.

your problem at the moment ist with installing the needed vc++? You are writing about an error code but i cant find the exact error message anywhere in this thread. Please post the exaxt error message here. (Screenshot perhaps) Are you using a 64bit version of vista?

Oh lol should have posted that earlier.
Install standalone postgres and when creating admin password creat one, prefferably "postgress" with empty password. And this should fix it 
Did you run the installation as admin?
Maybe deinstalling postgres completly works. Or using a different postgres username.

Try to purge previous postgre installation (uinstall + remove files) and then get newest postgre from http://postgresql.org/ and install it. Your bug looks like it is trying to create already existing user so purging and reinstalling should work. If you will get error while installing newest psotgre, paste it here.
Is there any problem reported when you try to install postgres ? Maybe reinstall it and do NOT create postgres user, let's say name it "frank' and then try installation.

What I'd do is deinstall PostgreSQL as detailed here: http://www.pokertracker.com/forums/viewtopic.php?f=17&t=2136&p=14347&hilit=+uninstall#p14347. I'd also check this page: http://www.pokertracker.com/forums/viewtopic.php?f=17&t=790 since you suffer Vista.
I'd then download a PT3 trial to make sure that the PostgreSQL installation is working OK. I'd then configure PostgreSQL so that no passwords are necessary.
I would then stroke my rabbits foot, say three hail Marys, take some beta-blockers and install Elephant by giving my GF instructions whilst I myself am safely trussed up inside a straight-jacket.
At least if you try it this way then you will be able to differentiate between a possible PostgreSQL/Vista conflict and a possible Elephant bug. You should not come to any harm either.

Well try installing postgreSQL by hand with an administrator account. Does that work?
Cannell, did you know that some versions of Vista are not always compatable with PostgreSQL 8.3 ?

Check the second link in the first reply that I made in this thread. I don't know too much about Vista and PostgreSQL 8.3 but I believe that there are certain issues. It is not necessarily impossible just not always possible. That is why I suggested that you see if you can get PostgreSQL 8.3 working on your machine in the first instance.
