I was playing FR but table got SH.
Villain is unknown, first hand in so stats were not loaded in the HUD. I remembered him from the day before to be decent, nothing special, not too aggressive, not too passive, average tight.

Should I bet bigger on the turn when he checks? I thought 1/2 was enough to protect against big cards that didn't hit and end the hand right there.
Should I shove river on non heart? Maybe he can even fold JJ there or Tx.

I have found his stats now and he is 21/16/2.6, AF 2.3, WTSD 20, W$SD 42. FR and SH combined.

Given his 2.6 3bet stat (descent sample?), you cant be calling 66 for value. And given he raised to 11bb with 102 effective your not getting very good odds to set mine. Unless you have seen him check folding oop in 3bet pots before, 66 is a fold to this 3bet.

As played, you have put too much dead money into this hand to give up on the river. You have to shove here I think.

I wouldn't say that we can't set mine, if you think he is 3betting mainly for value and 3bet is very low then we could even consider doing that cause we are getting like 14:1. For 3bet pot of course would be perfect to get 15:1.

But otherwise as played, I wouldn't be really shipping the river, we don't even know how often he is capable of folding those hands. As from the stats I see W$SD is also kind of low then not sure if we have that fold equity anyways. Although the river card is a good card to do so if we even wanted to pick such a play, definitely has some kind of fold equity.
