hmm this is a pretty tough decision for me, fish really hate folding anything on these low boards. i still think you have good enough equity vs his overcards and great fold equity so i would go for a c/shove (only if the SB c/folds). i would usually lead if we were deeper/not on the bubble. but here i think we can get enough folds with our stack if we c/ship.
