137bb is not so deep. In theory you should make bigger 4bets deeper to put your villain in a jam or fold spot, but default sizing for 100bb (like 22bb 4bet) still works up to 150bb, because no one has 4bet calling range, especially in nl100. Doing this you exploit your villains, they're less comfortable 5bet bluffing, because deeper stacks require higher success rate. Also they're not happy getting it in with something like JJ vs BU sometimes. Most likely he's calling with some marginal hand, something like JJ or AQ, because it's auto3bet in most cases, then he looks to stack sizes and decides to call because he doesn't know what else to do. I recommend to stick to this sizing up to 150bbs and use a little bit wider range, works fine for me. I usually bet 1/3pot all streets postflop if get called, it also exploits your opponents because they can't defend enough vs 1/3 pot bets.
