23 hands is really small sample to make any assumptions and if they all are from 3way play, I think its not that loose at all.
I still think 3bet is ok, but I preffer to use more merged range and 3bet KQ, AQ, AJ, TT+ here, cause he can still defend hands you dominate and they're more easy to play postflop.

With all the money already in the pot against such range,which is quite tight I'd go broke here. As more bluffs you can add as easier the shove on the flop is.

I would shove. Sometimes he is going to raise/fold (especially his air) and you generally have too much equity to just call and c/f turn.

Use auto re-buy while playing on stars for 100BB.

I would also shove here while we might even have small amount of fold equity and for the given equity jachis pointed out we still are doing it profitable cause we need ~40% equity.
