do you think I was getting enough implied odds to mine for a set oop?
If not what stack sizes would be required?

I think the odds are good enough to float him here.

2.5-1 and you might slow him down, play check/fold on the turn and/or river.

I like how you played that hand.
I´ve no reason to believe that villain would 3-bet light with 89s or 44.
SO I would give him 3-bet range AQ+, TT+
You only beat here TT, so I like your fold on the flop. There are better spot to float him and you can´t be sure that villain would c/f turn KK or QQ.

at what point would a fold be correct if we both had smaller stacks?

If he was middle or shortstack I would 4-bet shove with JJ since his re-raising hand might be not so tight and you don´t loose so much if you were against QQ, KK or AA
