Since he doesn't have a full stack you don't need to protect your hand that much, and could probably bet around half pot or 1,8 $ to put him all-in on the turn instead
(unless a K hits because I think the value you get is mostly from KQ or a flushdraw)

With the sizing you use its quite hard for him to just call, and you cant fold to his shove either so a small bet would solve another problem too, he is passive preflop (probably postflop too, not the type of player to check-raise his flushdraws) and if the stats are correct he will just call pre with QQ+, and with a smaller c-bet sizing you could fold to his CRAI.

Hello durinko,

Don't pot it on the flop, the guy will have tough time to continue with a lot worse, rather make it like $1 and try to invite him come along or even shove.
