I think you underestimate how bad players are in $0.23 tournaments
In low BI tournaments up to $11 I see players calling with stuff like AT or KQ here, for whatever reason.
That aside, considering the antes in play, I shove here all the time, no questions asked.
If there are indeed no antes in play it's a pretty ugly spot due to your stack size. In this case though, with two relatively short stacks directly behind you, you'll almost always at least have position because CO and BU will most likely always shove rather than call, if they decide to play. But the same can often be said for the blinds, because you're relatively short yourself, so they could easily just shove over the top.
If you do get to a flop though, what you do really depends on your opponent, but I think that speaks for itself, pretty much. If you don't hit the flop, you may not want to cbet and just look for a better spot. Then again, if your opponent is very tight, it actually might be worth cbetting a very dry flop. Long story short, there's a lot of options here in many different situations. Generally I would just give up though and look for a better spot.
But again, considering the antes, I shove here all the time.
