NL4 SH TT - 4b or fold preflop?

Both villains are unknown.

Should I just 4b for value here against the unknown SB. I decided to fold since I assumed he would probably not play 3b/broke with PP's less than TT.

I obviously cant call for set value here since the PFA'r has too short a stack to make calling profitable, even if I give myself significant implied odds.

Just leave it alone and fold to the squeeze. He is gonna have a pretty strong range there so good fold!
