I don't particular like call here. We don't have odds for set mining and playing medium pair oop without initiative is a nightmare.
I personally would go for 3-bet/fold here and if called I at lest have the advantage of initiative.

Not a huge fan of flatting either. I think best is just to jam preflop. Reason is because if we call, we have a hard hand to be played OOP without the initiative, stack sizes are shallow, therefore we don't have that much room for action, etc etc. Depending on his CO steal, this usually would be a profitable re-jam, so just go with. You can also 3bet/fold or 3bet/call, but since you don't know what he would be 4betting with + he might flat, it's too risky + his sizing is too big and a 3bet/fold could be a burn of money as we would be almost surely committed. Not to mention that if we size our 3bet smaller- once again, he could just flat and then we hate life.
