I had him on a small pair or top pair all the way, I didn't raise any street because I would only get called by better hands.

I think its close between call and fold on the river, he is rarely 3-barelling with 33/55/77/8x here and you beat nothing else but he seems aggro, though his bets are getting smaller and smaller compared to potsize on every street.

I would decide based on previous hands that you might have seen.

i like bet turn check call river or check raise AI turn.
Vs this guy i like the bet turn check call river because he is
aggressive but i dont want him to take a freecard.

at a dry board i like turn c/c river c/c
because he is aggressive and when he starts bluffing he will
not stop and bluff 2 barrels.
If he checks behind at the turn i bet the river
