I think SB is 3betting pretty tight here. should I raise, call or fold?

Against a tight 3-bettor you should fold, agains a loose one, 4-bet/call.
Coldcalling is far from optimal, because you put yourself into a reverse implied odds spot most of the time.
Furthermore your hand is face-up.
