Vs such a tight player and such a large squeeze size, this is going to be a marginal call at best imo. No shame in folding this pre but calling can be okay if you have reasons to believe the other two guys are also likely to come along, improving the price of your call.
Oh yeah of course, I forgot to mention that in the OP, that I called just because I was thinking that the other two guys will come along as well, getting such a good price 
Without it, a definite fold pre.
But hey ! What if the original raiser would have folded as well vs CO's call/shove - what hands can we call off here ? Too bad I don't know if he's a fish and doing this move with some random crap, or he's a decent regular that sometimes flats UTG's opr with AA, KK ...

In these positions, I think even hand as strong as JJ would be a very tough call to make vs the cutoff push. So i guess as a default, I'd just call with QQ+, AK. If I had reason to believe the cutoff was out of line, then calling with JJ/TT becomes more reasonable. Nines don't really ever make the calling range unless you know cutoff is a maniac, in which case most of your utg opening range becomes a call
