hi, this is played fine considering the circumstances (blind wars, the board, his stack size and his high cbet%).
i'd also keep an eye on whether he just always cbets potsize - he might easily have a betsizing tell there.

regarding your last statement, you shouldn't make any generalization like that - while it's true that the relative hand strength of top pair goes up, it's definitely not enough to "play it like a set", and of course you should always consider the board and your opponent. many players on microlimits are just way too tight from the small blind.
