Should I just play the turn passive vs this fish who so far looks loose passive? We don't get much FE by betting imo and we can just smash the river on the occasions that we hit and expect to get a decent amount of calls.

Preflop: looks fine

Postflop: overbet shoving the turn may be interesting here given that villain is short and we could force a fold from some random smaller pairs.

That sounds cool. We probably get a bit of FE and ofc when he does call we still have a ton of outs. I might normally be worried that he calls wide but i've noticed even fish fold a fair amount to overbets

Yes, the shove can buy us slightly more FE in some cases.

Obviously some fish still call light but with that FE that we generate and our equity I think it's ok. I don't expect TP to fold.
