Do you call, fold or re-raise with your PPs in those spots?

Hello,
Some spots with PPs. Like it's said in the title, what do you do? Do you fold, call or reraise?

Spot 1: He's shortstacked, fold.

Spot 2: Can definitely setmine here, guy is quite nitty so you get paid on your sets pretty often.

Spot 3: Pretty big raise so I think its just a fold.

Why are you raising so massive preflop? I think some pokerstrategy articles advise a 4x raise but that was articles written in 2008, basically nobody does this nowadays.

1: He's not full-stacked so you can't apply the rule call20 here (calling for set). Fold for me.
2. If we follow strictly the rule call20 here it's also fold but you could actually call because you're in position.
3. I don't know :P He uses a bad sizing + it's not only setmining as you often have an overpair or second pair so I think we could call here.
