If he is a winning regular his stats aren't filtered. I would suggest applying some filters in order to get stats that are comparable and meaningful.
23/13 could be the result of some shorthanded play or early gameplay.

Preflop the 4bet should be alright against a regular that 3bets frequently. Keep in mind that calling his 3bet is a solid option that lowers the variance and enables you to make use of your postflop edge.

If you decide to 4bet pre I would always cbet small in order to keep my story (overpair) alive. By checking you basically show your hand.
