Why should he c/r this flop? I only see him c/r with AQ+ and sets.

He c/r is, because he wants value :P I really much doubt a reg is gonna be bluffing this board, especially 3-way pot. You might make an argument it was 2 way pot for some balancing reasons, but 3-way, I don't think so. I just fold the flop and be happy with it. 66 perfectly makes sense, AQ also possible.
