By saying the "top tier", do you mean the fish or the reg pool? I recently started playing on betfair, it is super soft compared to stars, but the player pool is indeed very small (which is expected). Is betfair also on the fish pool?

My apologies. I always try to refer to the top tier as the fish pool. I think it confuses people more to refer to the fish pool as Ipoker2 and the RB grinder pool as iPoker1. It also depends on what you play. The pools are not split for MTTs, and non NLHE cash games. NLHE games are only split until mid stakes when the pools rejoin.
