Preflop seems ok. On flop passive line is ok and just calling is fine imo. We can play our draw passively and just check back turn but betting is not a terrible option either. Turn bet could be a bit bigger. I would fold to his turn check raise. Since we called turn let's try to put him on some sort of range. I think he might check raise your smallish turn bet with 22,88,99,AKs,AKo,J♠:T♠:. Against this range we have 47% equity and we have to call $7.02 to win $21.75 so our call odds are 24%. If I have calculated and understood correctly it seems we can make this call profitably. Please correct me if I'm terribly wrong.

flop is whatever, calling can't be a mistake.
as played, he reps onepair QQ-, so i would also bet the turn with the intention of betting river as well. when he x/r, his line heavily looks like a trap, so good bet/call. (people tend to pretty much always have 2p+ here in these limits, great implieds)

given what we assigned to him ott, river actually is a sick spot. folding is probably best actually 98 is counterfeit and i really don't see AK or other random hands in his range

Personally I like your flop line over a raise since this is FR and villain opens from MP. By raising I don't think that we get too many better hands to fold ( that he c-bets the flop with -> I wouldn't expect him to c-bet here too light, eg A-hi with backdoor spades or something) and therefore I think we may ISO ourselves vs a better range anyway. Not sure if we have a value bet vs range on the flop although there is a little dead money and sometimes he folds so it's probably okay ( I calculated us needing 48% against the following range:

OTT: Stabbing is okay I think, but I think checking behind would be better since I would put him on a stronger range as previously mentioned. He may not even fold pairs less than TP at this point, hard to say vs unknowns.

As played, when villain check raises I think his range is probably as follows:

Basically TP+ and nutted draws, so I think calling is a bad idea since we are doing pretty badly and could have huge reverse implieds even upon hits.

As for planning for the river. I'm going to assume villain is shoving all rivers so if villain shoves the river with sets which means we need 27% equity OTR which means we can call pretty much any Tx or
