No he doesnt. He uses both. he had quad 10s with a queens kicker. His queen is the highest card out of his best 5 cards so it counts....if you wanna get into specifics.

Once long ago in the 5$ SNG I had AsKs and the guy had JJ. The flop is QsJs3c, we went all-in and he hit J on the turn, but I hit Ts on the river.
MP2 flopped a straight, with 4 to Flush/straight flush, which improved on the river. He was always ahead, therefore not a bad beat in the usual sense of the term, but it is a mad hand all the same. On the Jackpot tables I think only rule is the end result? So quads losing to Straight flush might count as a bad beat on there?
But in normal games, not a BB.
