NL10 ZOOM low set

since he didn't c-bet OTF he is most likely to have 77 and 66 in his hand.
When he raise me on the turn I'm putting him mostly on 2 pairs cause overpairs would be played OTF too.
What is your thought process here

I think that you should donk on the flop. The fact that he didn't cbet this flop means that he has air or he is stupid, not that he has 66,77.
OTT I would call. OTR I would consider folding just because some draws got there and some higher sets are still possible.
