I wonder if a full online poker site could be run using Flash or html5 -- it seems to me that an executable would be required.
I think that to run an online gambling site, you would need to find a sponsor, and a regulatory agency that will approve your site.
The biggest problem will be getting players to trust your site enough to put their money in trust with you.
For example, The Kahnawake Gaming Commission is one such agency. If you look over their site, you might find some information that will help you figure out the requirements.

Are you sure? Flash poker? Have you heard that many software companies stop flash development? It won't be very beneficial, I am sure. The flash has narrow functionality and many restrictions. The same EvenBetGaming refused from flash applications and replaced them with HTML5.
The basic problem with flash is that it's version number already over 22, and still like 9/10 updates are security related... That's why some companies tired of the PLENTY of vulnerabilities, and they said: do something totally new, or flash goes to bin...
