Pot odds are 2.35:0.90. The quantity that is 28% is another number. Please don't use that terminology, even if some PS coaches do. It is the wrong terminology and serves mostly to confuse.

In fact, had you used the correct terminology, you'd have had the answer to your question built in in the post. Namely, "The required equity of my hand versus his perceived range for a profitable call given the pot odds is 28%, and my equity versus the range as I perceive it is 25%..." Thus you fold since 28% is required and you have only 25%.

Really strange hand. You would think that villain would bet most sets and 2 pairs + on this flop texture, especially IP. If you call the turn, you need to turn your hand into a bluff on some rivers (any 4 straight river sounds right, maybe even board pairing one too, like the J) and probably lead those cards.
