After the passive reaction to K on the turn I decided to bluff half pot bet on river, but I think is not a good movement; should have bet turn with 9+4 max outs (Unless he has JJ,88,44 then I'm mostly done...)

You are right about river. You can't represent anything.

Yes, river card does not change things, it doesn't compete draws so with your bet you do not represent much...

The question is should I went all in at flop? I count 13 outs max 9+4-"8 of hearts if he got a set already" and is a 3 betted pot!

This is too loose call pre imo.
I like just calling OTF. I would raise with weaker draws and stronger draws but this I would call. You can stack off with 15+ outs easily but with 13 outs that don't necessarily give you nuts and one might be dirty I wouldn't stack off comfortably.
I think you could either give up or stab OTT. OTR I wouldn't bet. When you check behind OTT it tells villain that you probably don't have Kx hand and when river comes a blank you can't represent anything strong and villain is likely to call with mid strength hands.

OTF you have 12 outs (11 clear) so just call.
