I would bet smaller on the flop and I would call his c/r. You have position, showdown value, and are probably an equity dog when getting it in. That's not to say that shoving / 3-betting OTF is a -EV play; just that calling is a more higher EV. You can call flop, call every single turn, and then decide on the river.
